I think we could and should apply. We need to propose concrete goals the grant would afford the project and its users however. Not sure how to go about that. Perhaps we should set up a poll somewhere after a proposal period and then vote on what’s most important to the community?
Personally, I’d like to see progress on modules/schemas, library loading/layout improvements (enabling multi-connection support on the way), and built-in encryption.
I don’t think it’s necessary to have a legal organization, just let them send the money to someone’s personal paypal bank account, that’s also what we did with the ToS;DR crowdfunding campaign.
For Unhosted eV we had to submit a financial report each year, and since we weren’t doing that, they just invented the numbers and “estimated” how much tax they wanted from us. IIRC it was about 50 euros per year; we also had to pay for keeping the account at Berliner Bank open, so we stopped that as well and just went “virtual”
We’ve decided to implement a more batched process for considering MOSS
applications, so we’ll be having an application deadline every 3 months
for that round of consideration.
The first of these deadlines is 11:59pm UTC on August 31st, 2017 -
basically, the end of August. They will then occur every three months
thereafter.
So if you or someone you know is pondering a MOSS application, now is
the time to send it in. The deadline is a little over a week away.

We have a reasonably strong preference for funding legal organizations rather than individuals representing projects, although exceptional circumstances could lead to some flexibility.
